Challenges:
Large study area incorporating multiple detailed studies. Short time frame for services, Developed new techniques for drawing flood outlines more accurately and efficiently.
Schoel re-delineated all areas studied by detailed methods in Jefferson County and Tuscaloosa County, Alabama, in 2005 and 2006 for the Alabama Office of Water Resources. These re-delineated areas were used on updated FEMA FIRM maps that are the basis by which communities participating in this FEMA program determine whether properties are in a flood zone, and regulate development within flood zones. These maps are used to determine whether property owners are required to purchase flood insurance. This project involved management of all Letters of Map Change active in the County and production of flood zone delineations using detailed GIS and vector based methods.
